Jovian is the second son of Timaeus and Eupheme Rowle: a pureblood couple whose tremendous wealth and lavish lifestyle was passed to their two children, who were both doted upon and spoilt. Before Hogwarts, Jovian received private tuition by the family's most trusted educators; who focused on the importance of their family history and the values they stand for. Over expenditure was commonplace; bountiful events with fancy people and fancier clothes were held at the Rowle estate and Jovian grew up learning to judge the value of everything.
Unlike his much more likeable and successful brother, Jovian always had to try harder at everything. While his grades are above average and he produces a certain flair and beauty in his spellwork: he never quite got to the top of the class, which is likely reserved for Ravenclaws. Bitter and resentful; Jovian likes to project this image of being a friendly, likeable young man whilst whispering behind a hand to his most trusted, or turning on them entirely. He is malicious and nasty, cruel and unkind; but strangely loyal to his inner circle.
He's the typical 'bitchy gay' accessory.
But, while it could be quite obvious of his sexuality, he isn't actually open about it. The ones who know for certain are those he trusts. He fears that his Father will not be understanding of it, and the rift between them will only increase.
Jovian is very well aware of being beautiful, and likes to think he is desirable to every gender - irregardless. And while he does look down his nose at most people; there is a strange admiration he has for certain individuals, that he would do anything for. Even though he is superficial and incredibly two-faced; there's something very well hidden inside Jovian, which could reveal his hidden insecurities if those he cares for betray him.

While sometimes he can just seem like 'that girl's gay lapdog'; it has to be given to Jovian that he is incredibly loyal to her and the others in his inner circle. But who gets to his inner circle? Well, mostly kids like him: rich, spoiled, narcissistic. He likes those who enjoy talking about others behind their backs, or grouping up to confront them to their face. Jovian isn't particularly close with boys, and doesn't like a lot of them (yeah - strange - seeing as he's gay and all) so his friends will mostly be female.

He doesn't like nairdowells, ruffians, or those who reek of being poor. Messy appearances, particularly in girls, is bound to get some kind of comment from him. It's obvious why you wouldn't like him, but he can be 'fake friends' with girls - just to get close to them on behalf of his real friends. There is one thing he really doesn't like, and that's people getting too much attention. He'll want to knock them down a few pegs and can be incredibly jealous of those who get praise amongst Professors. Just yeah - he can be a real bitch.

Closeted homosexual (but it's not exactly hard to see). Jovian isn't really a sexual person. He likes to toy with girls who are interested in him. I can see him falling for someone he's not supposed to like - like a scruffy quidditch type, or something. But for lover plots, I'd like something to be one-sided on his part: he crushes hard on a straight guy. For his betrothed, Jovian has indicated that he'd looking for a female partner (he's too much of a coward to come clean and thinks he can keep up this lie forever) - so they'll be a lot of drama there.
